With the people's economic, social, and political liberation, they will have the opportunity and the means to discover, appreciate and express themselves through the various cultural and artistics forms.

The immediate aim will be to purge out all colonial influences and foreign cultural elements that are inconsistent with or degrading to the noble ideals, sentiments and traditions of the Filipino people.

Cultural leaders will absorb the cultural traditions, sense of values, aspirations, skills and resourcefulness of the people. They will define, systematize and purify these and reflect them in various cultural presentations, programs, and seminars. The people will thereby be inspired by their own purified image and will be impelled to rise above themselves.

For the implementation of the cultural program, main reliance shall be placed on private initiative and efforts. However, the government shall help in matters of research, coordination and promotion which lie beyond the private sector's capacity to do.
