With the raising of the living standards of the masses and their attainment of social equality, dignity and responsibility, a stable foundation of a truly democratic political order shall be laid down. The masses shall be encouraged to become dependent, assertive, and militant. They will thereby recover the power which had been taken from them through the manipulation of the oligarchs.

Appropriate rules and regulations shall be adopted to avoid the utilization of mass media to foist deception of the people. Ownership and operation of some organs of mass media by the basic sectors shall be promoted and assisted. The mass media of government should be used to undertake rather than hinder transparency of all government activities.

The Philippines shall cooperate with all the nations of the world on the basis of equality, justice, mutual respect, mutual cooperation, and mutual assistance. It shall do it all can to resolve international conflicts by peaceful rather than by violent means.

In the light of modern developments whereby problems affecting nations lie beyond the capacity of individual governments to solve among themselves, thus necessitating the establishment of a world government to solve such problems, the Philippines shall cooperate with all other countries to gradually set up a world governing authority.

Such global authority shall be set up by the free consent of all nations without any force or coercion of any kind. It shall be given such supranational legal and mortal authority backed by adequate material and physical resources in order to enable it to perform its functions. It shall exercise jurisdiction over matters that lie beyond the powers of individual nations to handle, for the purpose of upholding and promoting the universal common good, leave intact the sovereignty, jurisdiction and competence of individual governments over their own individual concerns and functions. It shall, however, have as its fundamental objective the recognition and respect, and the safeguarding and promotion, direct or indirect, of the rights of the human person.

The Philippines will continue to support the united countries to gradually develop it into a form of world government.
